Title:

Understanding the “Indo Pacific” Concept

 

Abstract:

The concept of “Indo-Pacific” has gained wide currency in the international security discourse in recent years.  Japan has championed a “free and open Indo Pacific” strategy alongside Australia and the United States, with the aim of upholding the rules-based international order in the face of disruptive challenges, such as North Korean Russia and Chinese assertiveness in the South and East China Seas.  This presentation looks at the concept of Indo Pacific and how it has manifested itself in state foreign policy. It examines several dimensions and interpretations of the concept in order to clarify our understanding.

Title:

Rethinking the role of Middle Powers in the Indo-Pacific

 

Abstract:

The structural shifts in the global and regional power balance have precipitated renewed interest in the kinds of states that are neither “great”, yet not “small”.  This band of secondary powers – generally considered to include states ranked from about 8th to 30th by real GDP terms – have the potential, and in many cases the inclination, to play greater roles in regional governance and security. As the Sino-American rivalry continues to play out across the Indo-Pacific and beyond, such powers face hard choices relating to their strategic and economic alignment, and their ability to uphold their national interest in an increasingly competitive environment.  In response, middle powers have become increasingly pro-active, both individually, and collectively.  Based upon a new edited volume “Rethinking Middle Powers in the Asian Century: New Theories, New Cases” (Routledge, 2018), by Tanguy Struye de Swielande, Dorothée Vandamme, David Walton, and Thomas Wilkins, this presentation will provide new insights and fresh thinking on the nature, theory, and trajectory of middle powers in the Indo-Pacific.
